Abstract
Based on the concept of CI, a three-stage tendency determination model of community opinions is proposed to develop a platform for gathering public opinions, determining tendency of the community opinions and supporting decision makers with decision conclusions. The three stages include "analysis of opinions contents’, "representation of formatted opinion contents’, and "analysis of opinions tendency and representation of conclusions’. The proposed model is to extract text-based opinions of individuals into a generally accepted decisionmaking reference for the decision maker.
