Abstract

Semiconductor manufacturing companies in Taiwan are characterized by multi-layer organizations with complex communication, and complicated manufacturing technology. Senior management has always focused on operation efficiency in the past to fulfill business needs. The planning approach used is formal strategic planning, leading to local optimization and duplicated redundancy. However, rapid growth of the business scale emphasizes both customization and effectiveness, not only operation efficiency. This paper presents an application of the innovative model, EIDPER (Envision, Identify, Diagnose, Prioritize, Execute, Review), which uses Hoshin Kanri's to translate strategies into achievable policies and actions in order to fulfill the objectives of the enterprise. A case study is introduced to show the complete policy deployment process. A two-phase method is applied to implement smoothly, a lean operation concept is executed in the first phase to reduce the engineer's workload, and the BPR (Business Process Re-engineering) technique is used in phase two to renew the working model. This study has been successfully implemented to which owned multi-layer organizations in the case company, and the people productivity was significantly improved after implementation.
