Abstract
The purpose of this study is to construct the performance evaluation indicators for private management of public preschools. The indicators and the weight system were developed based on a combination of an analysis of preschool environment and balanced scorecard. The research methods included documentary analysis, focus group interview, fuzzy Delphi method, and analytic hierarchy process. The results were as follows:1. The performance evaluation indicators of private management of public preschools can be divided into four perspectives consisting of 10 main indicators and 40 sub-indicators.2. The rank order of the weight system for these four perspectives was internal business process perspective (34%), customer perspective (26.2%), finance perspective (21.4%), and learning and growth perspective (18.5%).3. The indictors under these four perspectives that gained the most points in the weight system were “the high quality of learning and growth environment” under the area of customer, “reasonable management of teaching and caring activities” under the area of internal process, “the professionalism of caregivers” under the area of professional development, and “the effective financial control” under the area of finance respectively.4. The weight system model of the performance evaluation indicators for private management of public preschools is “ P =Σ(w*kij × Ekij)”. Based on the results, six suggestions for organizations of educational administration, four suggestions for the private management of public preschools, and five topics for the future research were recommended in the study.
