Abstract
The purposes of this study are to explore the factors influence the effect of implementing the normal classes in junior high schools and to give some suggestions for improving. First, Creating an analyzing framework according to the related theories of the policy implementation. Second, analyzing the evolution and review of the normal classes in junior high schools. Third, analyzing the factors, which influence the implementing the normal classes in junior high schools. Finally, the study presents ten suggestions for improving the current normal classes in junior high schools.
