The 4G mobile networks have improved the existed broadband wireless networks, which become suitable to provide multimedia services, such as IPTV or online gaming. Related to the battery dependent nature of user devices, energy efficient problem is still an issue left to solve. Moreover, the raising number of 4G networks’ users also leads to bandwidth hungry of 4G networks, which is another issue need to handle. To solve these issues, many scheduling algorithms and power saving algorithms have been proposed. However, the performance of combinational of these algorithms is still hard to evaluate. In this work, we develop a novel video multicast simulation framework for 4G wireless networks, aiming to provide a platform for future algorithm designers to evaluate algorithm performance both on energy efficient and bandwidth Quality of Experience (QoE). In this work, we divide the whole video multicast system into three main parts: inter-frame scheduling, intra-frame scheduling and power saving control. By this, future algorithm designers will be able to design and implement their algorithm independently. We also give two implement examples as user guides to implement user-design algorithms, which may help future algorithm designers implement their algorithms on the proposed framework easily. The simulation results will also be provided to show the performance improvement on both QoE and energy efficiency, which indicate the necessary of combination consideration of QoE and energy efficiency.
