The National Space Program Office (NSPO) of the Republic of China launched a low earth orbit (LEO) experimental satellite, named as ROCSAT-1, in January 1999. One of the experimental projects planned for the satellite is the Experimental Communication Payload (ECP) project that uses the Ka-band (18-30 GHz). Our proposed direct broadcasting experiment system compresses a sequence of source video by MPEG2 video coding, compliant to international standard. The Ka-band channel characteristics is considered so unpredictable as depending on the climate and atmospheric situations. However, any damage to the MPEG2 video stream may lead to perceptible visual distortion at the decoder, due to error propagation effects. Therefore, the error resilient coding, error detection and error concealment techniques become important. Error resilient encoding, like layered coding, has been studied in our lab previously. In the thesis, an adaptive slice structure helping error concealment at the decoder will be proposed. The error detection methods and error resilient decoding procedures will also be studied. Some new error concealment methods in temporal, pixel and DCT domains will be proposed in detail. These methods can also be used in the third generation wireless communication. Simulation results of the ECP direct broadcasting experiment system are included.
