The economic effects and competitive advantages brought by industrial clusters are among the most important factors that give a country global competitiveness. With the trend of globalization, the cluster effect provides complementary among firms and stimulate knowledge & technology spillover. Due to the rapid innovation in Information and Communication Technology (ICT) applications, the adoption of ICT has modified the existing structure of the industry and the business activities within the industrial cluster. The emergence of new advanced ICT might play an indispensable role, both as an infrastructure and carrier that migrates concepts and processes across all sectors. Through this exploratory research, semi-structured interviews and supporting surveys were conducted to examine closely the effects of ICT specifically on a well-developed high-tech industrial cluster, in terms of its value-creating process. Different types of ICT were also identified to examine the importance of different ICT on each value-creating process. Benefits, characteristics and effects of ICT on each value-creating process of an industrial cluster are proposed and examined with the successful semi-conductor industrial cluster in Taiwan. Some of the findings include, ICT reinforces the existing complex relationships within the industrial cluster and extend its network external to the industrial cluster. It also support innovation processes, strengthening the integration of the whole supply and service chain.
