Abstract
Taiwan government provides grants and establishes programs to encourage traditional SMEs to develop enabling technologies and stimulate technical innovation for economic benefit; however, finding founding to support R&D activities is complicated for most traditional small and medium enterprises (SMEs) because the risk and expense of conducting serious R&D efforts are often beyond the means of them. The purpose of this research endeavors to streamline the process of applying for government R&D subsidies for Taiwan traditional SMEs. First, this research analyzes the contents of existing Taiwan government R&D programs to form a sequence of application process. After government R&D programs are sorted by mission, eligibility, monetary grants amount, duration and acceptance rate, a comprehensively diagnostic platform is established in terms of the scale and technical capabilities of firms. Identifying risk and improvement opportunity by means of the diagnostic platform can save a tremendous amount of time on searching to avoid pitfalls for traditional SMEs in Taiwan.
