Abstract Civil society targets to pursing public interests through the awareness of civil conscientiousness and the actions of civil participation to form public sphere. How-ever, most of these kinds of organizations are short of funding resources. With the limited funding resources from public and private sectors, many organizations are seeking to be self-sufficient. It was until recently that the social enterprises appear. In order to cultivate people with social conscientiousness, it requires people with civil actions. To achieve this goal, it needs to have a training course to train the leaders with public conscientiousness. If there is one organization which provides such train-ing and is profitable, it will be of great significance to the social welfare. Lisa Consulting Company absorbed the benefit of the operation of both business enterprise and social enterprise to provide a new framework for creating civil society by providing a leadership training course. Among those who provide such training course, Dale Carnegie Training is the leading one with its training program, which is promoted with commercial package and multi-angled marketing strategies. The other one is the Elite Education Program provided by Hong Da Foundation, which targets on school-based market to promote self-confidence and behavior education. This start-up program brought in the Dopher leadership training program to enlighten the human potential and to cultivate optimistic spirit. Its object is the buildup of personal mission and the creation of social justice. This start-up company expects to target the segment market as school and community and to provide low-to-medium pricing to penetrate the market. The product focuses on cultivating human relationship, arousing confidence, courage, and enthusiasm. In the long run, we expect to connect associations and internet virtual societies to contribute to the improvement of society. This start-up program is to operate in form of a corporation to raise fund and to form the team. It is expected that this program is not only profitable, but to provide social welfare, and then to reach the ideal of cultivating civil society.
