Abstract
A crisis can consist of four different and distinct stages (Fink, 1986) which are prodromal crisis stage, acute crisis stage, chronic crisis stage and crisis resolution stage. The explosion of SARS crisis was a representative event in medical history and had a great impact on global economy and people’s livelihood. The purpose of this study is to examine the crisis responses of Department of Health, Executive Yuan, Taiwan R.O.C. and Taipei City Government, to illustrate how they to manage the unprecedented situation and to develop recovery strategies. Finally, we conclude the paper by discussing implication for theory and managerial practice and provide suggestions.
