Abstract

空氣污染物 控制對策
In this paper, we focused on the related policies of the mobile source emission control in Taiwan. The comparison of the execution and pollutant reduction of different policies was done by using cost-effectiveness analysis. In the analysis, the emission factor method was employed to estimate the emission reduction of each. There are too many factors which may effect the mobile source emission. As a result, the control policy which is adopted under certain condition differs from one to another and so is the effectiveness of them. In this research, pollutant reduction estimation model was used to evaluate the mobile source emission reductions of the pollutant, including NOx, CO HC. The COPERT model was employed to calculate the reductions and some parameters in this model was modified in order to meet the real environment in Taiwan. The equivalent emission, which is evaluated by HC+NOx+1/7CO, was used as the reduction measure since most of the control policies reduce more than one pollutant. Eight control policies in Taiwan were compared in this research. “on-road vehicle emission measurements by remote sensing”, “ Periodical inspection of Motorcycles” and “Elimination of Old Vehicles” are the top three policies which reduce the most emission. “on-road vehicle emission measurements by remote sensing”, “on-road toured motorcycle periodical inspection” and “Periodical inspection of Motorcycles” are the top three policies which have the highest cost-efficient effectiveness. The effectiveness of the mobile emission control policies which are focused on the vehicles in use is most significant.
