Tuberculosis is considered as not only a severe infectious disease in Taiwan, but also a major threat to public health worldwide. Statistics from C.D.C Taiwan show 70% of the total 38 reportable infectious diseases are tuberculosis cases. If properly cared, the tuberculosis patient can almost be cured. Otherwise, if not taking effective cure method, half of the tuberculosis patient will die in three years. Furthermore, approximately 1,000 people die from tuberculosis every year in Taiwan. In order to control this disease, the government decided to launch a national strategy, i.e. “Reduce TB by half in 10 years” for responding to the international trend in TB control. The government of Taiwan has invested the budget of 8.37 billons NT dollars for the first 5 years of the national campaign. How to minimize the number of the infectious patients under the limited budget is what we are concerned. In this thesis, firstly, we consider the prevention programs in “Reduce TB by half in 10 years” plan to control the tuberculosis, such as DOTS and increasing the vaccination rate, and so on. Secondly, we propose a two-level resource allocation model to find the best resource allocation and control the disease in each region. We also use weight concept to allocate resource proportionally. To analyze resource allocation model in each different weight. Finally, we compare pros and cons between four types of resource allocation models.
