Abstract
Software industry is a characterized as knowledge based and intensed, innovation oriented and zero pollutions. It is perfect for Taiwan to consider software industry as a strategic weapon to enter the world market because Taiwan has high quality human resource and highly successful information technology hardware industry. But after entering WTO, Taiwan is facing severer competition from foreign companies. We have to comprehensively consider all the environmental factors in Taiwan to cope with this chanllenge.Because package software is very important in software industry, so we concentrate on this portion only. We use mailed questionnaire to collect information from package software companies and end users to obtain the effect environmental factors. For package software companies, the questionnaire content includes industry analysis, software piracy problems, human technique aspect, business strategy and WTO effect, etc. As for end users, the questionnaire is on the software intellectual property, software piracy problems and software asset management.
