Abstract
Talent management is a major key factor in the success or failure of the organization, most organizations to train employees as a way to enhance the quality of manpower. Executive Yuan Department of Labor Workforce Development Agency to promote the Taiwan Training Quality System (TTQS) in 2005, TTQS divided Training plan, design, do, review and the outcome, etc. five training process. Before planning training organization, training needs assessment should be conducted, analysis and training needs for confirmation before entering the training program and design phase. In this paper, the theory only by the training needs assessment and implementation of TTQS seen to W's case, collate TQQS training needs analysis of the status of implementation, with the theory and practice of study and make recommendations related to practice.
