Abstract
China, a powerhouse of world manufacturing base, magnetize the investment from whole world to get in the competitive environment. Can a society that has been characterised as a heavily censored society that curtail the free flow of information able to accept developed countries factory management practices in China? In order to assist managers familiarise with unique characteristics of China labour environment and managers adaptation of China labour environment. This paper set out to, critically examine unique features of China labour environment as well as associated problems encounter by managers. Specifically, through questionaires and interviews of China Packaging industry managers, examine the meaning of “ Management “.Some documents talked about China labour environment show us, it do impact management from the points of economy, law or human resources while we run the plant in China. Such as, the rapid ecomony prosperity created wider wealth gap between the “ Haves ” and “ Have nots” resulting in people having divest perspectives. Development of laws has not moved in tandem with China entry into WTO hence created enforcements difficulties, abundant labour without skill. All these contributed to scarcity in human resource recruitments.However, most of managers can not do it well due to the suggestions are too simple to sustain. Therefore, a manager should pay attention to execution and maintenance while they face the jobs. Furthermore, managers should go back to basic while they manage the plant and there are many advantages for the local employee we can use. For instant, keen to learn new knowledge, high degree of compliance, propensity to seek risk. It is also recognised that managers based in China handle human resources have its own share of shortcomings. Acceptance of these shortcomings reduces labour confrontations.Labour supply in China is abundant, labourers expectations commonly confine to basic hierarchical needs of foods and shelters. Labours from many provinces constantly pose new challenges to managers. Occasionally, becoming more difficult to handle than in Taiwan. Henceforth, offer green pasture for managers to alleviate themselve. A natural phenomenon is that China based managers will in time overwhelm their counterparts in Taiwan. It is incumbent on Taiwan managers to continuously self-improve to keep up with new challenges or else they may be side step in the competitve business environment.
