Abstract
Project Management is a specialized science of applying management knowledge, technique, tools, and methodology to any specific project and seeks to fulfill or surpass the requirement and expectations of the “stakeholder”. On the other hand, IT Infrastructure Library(ITIL) takes workflow oriented approach to provide a framework for IT Service Management(ITSM), and defines processes and steps of ITSM as well as major focus areas during implementation to minimize unnecessary mistakes during the implementation of ITSM. Although ITIL provides a framework for ITSM implementation, however, most literature and articles did not clearly describe how IT department should conduct analysis and evaluation, and the implementation process and methodology, prior to implementing ITIL. Most report on Agile Project Management applies to software development, but did not discuss how to build an Agile IT infrastructure. Also, the IT infrastructure setup and ITIL implementation usually follow one after another in different phases, there is no precedence for parallel implementation. Moreover, project management and ITIL are often seen as completely different knowledge fields. From the experience of leading and participating in various projects and ITIL actual implementation, the author feels the need to upgrade the service concept of IT personnel. The IT department should also integrate the 3 major aspects of ITSM: People, Process & Technology(PPT) to allow IT actively integrate into the organization, and further become an integral part of the organization to face the challenges in a competitive business environment. This thesis takes a newly established research and manufacturing company in the alternative energy industry as the research subject. Based on actual experience in applying the integration of the 5 process flow and 9 knowledge field of project management, and Service Support methodology of ITIL in ITSM, taking into consideration the comprehensive objective of lowering management cost, simplify application environment, enhance information security and increase mobile office capability, to achieve “lowest cost and shortest time” in the most efficient manner, allowing IT personnel to speed up IT infrastructure setup and ITIL implementation. Completing Agile IT Infrastructure implementation within a short timeframe and successfully introducing IT service management system allowed the company to enter into alternative energy market with pilot production in a “race against time”, in addition to achieving faster time to market and mass production, it also increased the efficiency of IT service management. This paper not only discusses and analyzes the planning, implementation and methodology of Agile IT Infrastructure, it also proposes conclusion and recommendation based on the results of the actual implementation, providing IT personnel who intends to implement Agile IT Infrastructure with a complete reference material.
