Abstract
AbstractRadio spectrum is a limited national resource. Due to the increasing demands of various telecommunication services, effective spectrum management is an important resource allocation problem. Most of the related studies focused on the advanced technology to facilitate effective use of radio spectrum. However, little research has been done to develop evaluation indexes for measuring the spectrum use efficiency. Thus this study determines alternatives to allocating the spectrum resource. This study aims to fill the gap by considering the input, process, and output phases and thus developing both technical and management indexes for evaluating spectrum use efficiency. Through the illustrative study of applying the proposed evaluation indexes to mobile communication systems, we discuss the utility and usability of the developed indexes in detail. In particular, we use DEA to evaluate the relative efficiency of different mobile service providers.
