Concept and methodology for “Service design” have gradually earned the attention and promotion from domestic industrial, official and academic arenas during recent years. Nevertheless while the ongoing domestic discussion for this new field in both theory and methodology concerning “Service design”, the scope of discussion oversea for “Service design” does not stop at the design for service element stage, but also already involves issue like enterprise organization learning, etc. In the meantime researchers also discover that there has not yet a case study in research concerning “Service design initiated subsequent course of development for the enterprise organization”. It is fair to say when the opportunity strikes and this research team was invited to community health program at H hospital in April, 2012 to proceed to the initiation for “Service design” which offered great chances for researchers to delve into research and study in this area. Nonetheless this research intends to explore the course experienced by enterprise organization at the initial phase when service design was initiated as well as related theories and action methodologies to be determined whether they could serve as the tools to implement the initiation of “service design” in the enterprise organization. Hence, researcher adopted the action research as the tool for qualitative studies; and in the course of implementing action project, it managed to infuse the application of theories related to organization learning. Ethnographic methodology was adopted into the writing for the course and discussion during action research. Lastly, organization learning theories and action research methodologies were proposed so as to implement reflection and discovery into “Service design initiating process” and the new architecture for “Design for serving people”. All of the above and findings mentioned can serve as references for any enterprise organization with intention to initiating the “service design”.
