Abstract
Owing to the trade and globalization, the food supply chain has become more and more complex. To ensure the imported foods purchased by consumers will not cause harm to their health, the government has established a set of hygiene and safety control systems for imported foods. The government should formulate suitable measures for all stages of imported food process from the origin, farm, processing, transportation, wholesale, retail and to the consumer's table. Every regulatory models and system have their advantages and disadvantage and may overlap each other. However, how to use different regulatory models and measures to maintain consumers’ health and effectively control imported foods is an important issue. This thesis first categorizes different imported food safety regulatory models and measures. Secondly, this thesis will discuss the current regulatory system of imported foods in Taiwan and illustrate the history of Taiwan's food safety and sanitation law. Furthermore, this thesis divides imported foods safety measures of Taiwan into four types of supervision methods: source management, border inspection, post-market and self-management project of the imported food industry. At last, according to the measures of imported food in Taiwan, this thesis further analyzes their advantages and disadvantages by comparing the relevant imported food regulatory models in international and provides useful suggestions for imported food regulatory policy.
