Abstract
The 2004 Strategic Review Board (SRB) annual Meeting on electronics, information and telecommunications have been laid out the development strategy of industrial technology related to mobile and digital life. It is expected to develop the industry, with goals including 1) creating society with high-quality mobile environments, 2) being the leading country of mobile life, and 3) being the technical leader of global mobile life industry, take advantage of ability of Taiwan's information and communication industry to integrate with other industries. For such a new-born industry in the world, the government should help the industry to fork new promotion model with WiMAX as the important technological enabler. It is necessary for government to enable the evolution of next generation information and communication industry by the deployment of wireless broadband infrastructure and promotion of new application services based on the infrastructure.The main objective of Mobile Taiwan Applications Promotion Program is to 1) construct the balanced development environment for Taiwan's industry, 2) construct the test-bed environment for WiMAX in order to help the application and device vendors, and 3) complete the supply chain for Taiwan's wireless broadband industry. Currently, an industrial value chain composed of Taiwan vendors on devices and application services is established. Nowadays Taiwan has been one of the largest WiMAX device test-bed environment. For potential application services based on WiMAX, Taiwan has also established the first WiMAX application service test-bed lab, M-Taiwan Application Lab, certified by WiMAX Forum.However, some problems still occurred for the adoption of application services based on WiMAX. The implementation of application services should be deployed on WiMAX infrastructure with is not mature enough. On the other hand, the implementation of application services based on WiMAX required the cooperation of vendors in different industries, which might be difficult. Furthermore, the maturity of application services based on WiMAX itself might be another problem.In this article proposed an adoption and evaluation model of application service based on WiMAX. Some critical success factors for the adoption and promotion of wireless application services is also discussed. Furthermore, by applying the model to three cases funded by Mobile Taiwan Applications Promotion Program and correct the model by analysis phases, the validity of proposed model can be basically certified.The model can be the useful reference for the promotion of intelligent Taiwan Programs and implementation of Living Lab. It can also be best practices for future adoption of information and communication technologies.
