Abstract
Biotechnology in Taiwan has been developed since 1980’s. Many resources and efforts has been putted. However, there were few remarkable achievements in Taiwan. This study adopted “National Innovation System ”to be the framework of discuss. Biotechnology policy in Taiwan was explored to find out the difference between policy announcement and reality. “Case study” was the method of this analysis, and discussed representative countries, including America、Japan and Cuba。These countries was compared with Taiwan. Exploring forming device and process of biotechnology in these countries could provide policy analysis and suggestion with theory and realistic meaning to Taiwan.
