Abstract
In this paper which follows the system of innovation literature, we develop a conceptual framework centered on the co-evolution of technologies, institutions and organizations to analyze the development of HSIP from 1978 to 2002. In terms of theoretical development, we propose to integrate the competing paradigms of techno-nationalism and – globalism, and to study this integrated impact on firm behavior within the HSIP. The methodology used is that of orientational qualitative inquiry. We conclude the paper by discussing implications for theory, practice and future research.
