Abstract
We examine the open innovation and revolution the business model in R&D service industry by a case study of Industrial Technology Research Institute (ITRI). Taiwan's economic development was dominated by manufacturing industry regardless of industrial policy or industrial development environment. R & D service industry relied on knowledge and professional skills to provide relevant services which was different from the development of manufacturing industry. R & D services industry is facing a number of issues in Taiwan. And how ITRI can be the help to set-up and to structure an appropriated business model for domestic enterprises is the most interesting study topic. Especially in highlight the importance and contribution of industrial research institutions in upgrading the national industrial technology.
