As the awareness of environment consciousness, European Union passed the Waste Electrical and Electronic Equipment Directive (WEEE) Directive in October, 2002. According to this directive, private households will be able to return their WEEE to collection facilities free of charge and producers (manufacturers, sellers, distributors) will be responsible for financing these facilities from August, 2005. After that, EU passed The Restriction of Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directive into law. It affects manufacturers, sellers, distributors and recyclers of electrical and electronic equipment containing lead, cadmium, mercury, hexavalent chrome, polybrominated biphenyl (PBB) and polybrominated diphenyl ether (PBDE). After 2006 the use of these materials will be banned in new products sold in Europe. If products can not conform to the requirements of retrieve, re-use, and hazardous metal control, enterprise will face a significant loss. In consideration of this, to integrate the quality, environment, and green product management systems in business flow is becoming more and more important in enterprise in twentieth century. This study uses international standards, including ISO 9000, ISO 14000, TEEMA GPMS and IECQ QC 080000. As a foundation, the IDEF0 is applied to provide systematic analysis design of functional modulus to describe the method. The integrated system modulus shall be analized by using the management cyclic frame of “Plan, Do, Check, and Action”. The related content of the four big standards are analyzed and combined in order to establish perfect created integrated system. This system shall be a modulus to implement all items of management operation. This system shall also produce the best effect and whole organization performance to increase quality of product, decrease impact of environmental pollutions and prevent incident effectively.Besides, the concepts of Forward and Reverse Design Chain Analysis are considered to be used for enterprise to enhance competition superiority and to sustainable management and development as the final target.
