Abstract
When information technology makes progress continuously, internet already becomes a necessary part of our life. So everyone begins to pay attention what internet quality is better. Although many scholars and researchers have supplied various quality evaluation models for internet now, they lack exact framework. To establish a systematic evaluation model, this paper will research in two directions: one is what theory is appropriate for the quality evaluation model; the other is how to establish quality evaluation model. This paper builds a exact framework based on General System Theory which Bertalanffy provides. In the General System Theory, this paper generalizes that a system have eight necessary characteristics：integration、stability、mutation、similarity、orderliness、exposedness、anti-orgranization and objective. So the quality evaluation for internet model will be built according to the eight system characteristics. Thus, the model will have “life of system”, and help managers to solve and improve problem in a different view. At last, this paper will use Delphi technique to verify the application of this evaluation model. The model will analyze the largest three portal-web companies in Taiwan because portal webs in Taiwan are very popular. The largest three portal-web companies are Yahoo-Kimo.com、PC Home.com and Yam.com. In future, this paper hope to use the model not only to evaluate intetnet quality but also to find exact competition advantage. Anyway, this paper hopes the innovative model can lead a new viewpoint and improve human life very much.
