Abstract
In the knowledge-based 21 century, the enterprises confront the knowledge-based environment and have to succeed by knowledge and wisdom. The key factor of an enterprise's success is not decided by its ability to use the scope of economy any more. How to develop and use invisible capital becomes the new success factor. In order to handle the change of environment, the enterprises pay attention to knowledge management recently. Knowledge management is the method of managing resources of the organization. It creates, absorbs, understands, shares and applies hidden knowledge of the organization and person by a series of systematic methods. It strengthens the knowledge of organization and guides the action of an enterprise by using information technology tools.This research intends to develop a knowledge management implantation methodology for IC (Integrated Circuit) design industry. Using the conception of the balanced scorecard, this research deduces the enterprise’s important goals and action plans from four perspectives which are financial, customer, internal business process and learning and growth. Based on these goals and action plans, the actions for achieving the knowledge management are developed. In order to justify the effectiveness of this approach, an IC design house was selected as an example. After interviewing this company for goal evaluation, the action plans and knowledge management activities for achieving these goals were generated following the proposed methodology.
