Abstract
This paper follows Hung’s（2002a）conceptual frameworkcentered on the co-evolution of institutions, technologies, and organizations and analyzes the development of HSIP from 1978 to 2002 by thick description to recover the insufficiency of existing research of HSIP. The methodology used is orientational qualitative inquiry. We also interviewed some stakeholders and experts to understand the development and change of HSIP from different perspectives. We conclude the paper by discussing implications for theory, practice, limitations and future research.
