Abstract
The constraints on the elements of the quark mixing matrix are updated and are used to study rare kaon decays. The top-quark-mass-dependent limit on the mixing matrix from the measurement of the branching ratio KL» is also included, and the effects on other rare decays are presented. © 1991 The American Physical Society.
