Abstract
Local sustainable development has been promoted for years internationally with a lot of successful cases. Although the promotion of sustainable development has presented fruitful results domestically, the promotion and implementation of local sustainable development are still weak. For this reason, this study aims to discuss the local government performance on sustainable development and understand the factors with higher risks in the promotion of sustainable development. The results show that Taipei City and Kaohsiung City, with the total production efficiency 1, are the most efficient cities, while the rest counties and cities present low total production efficiency; especially, Hualien County, with the lowest total efficiency, reveals the least efficiency. In other words, in addition to the DMUs with the total production efficiency 1, the rest 18 DMUs are relatively insufficient. In regard to risk assessment, it aims to analyse, with Sensitivity Analysis, and find out the key factors in the risks to public sectors developing local sustainability. The research results reveal the most influential factor of economic efficiency in local sustainability. Such a result corresponds to the previous research on performance. Apparently, counties and cities with better total efficiency in local sustainability development are the ones with higher economic efficiency. This study benefits public sectors controlling and managing the risks in developing Local Sustainability.
