Abstract
This study was conducted through observation of district counseling conferences in schools held by cities and counties, group interviews of stakeholders, and the enhancement program in Hsinchu County. By having a further understand of theory and practice, this study figured out a practicable approach within the existing system and the constructing system－the collaborative approach of school curriculum and professional teaching. The results included the ideas and strategies of curriculum and teaching cooperation between Local goverment and schools.
