Abstract
The previous methods for the assessment of national competitiveness emphasize performance rankings, which result in the lack of information regarding how different countries can enhance their capabilities and performances. To address this gap, we draw on science and technology indicators from WEF and IMD to examine country multi-input/output performance levels, using the DEA approach for analysis. We also combine the input/output ratios with performance rankings into scatter plot for comparison of country performances. Our analysis provides information and guidelines for policy makers aimed at mobilizing resources to improve performance, according to their revealed technological positions. Implications for Taiwan are particularly discussed.
