Abstract
The purpose of this essay is to discuss the process, influenced factors and some suggestions for improving in educational policy legitimation by literature review and case study. First, to discuss the function and meaning of educational policy legitimation. Second, to analysis the process, influenced factors of educational policy legitimation. Third, to analysis the process, influenced factors of educational policy of the Teacher Preparation Law. Finally, according to the finds and results of literature review and case study, the following some suggestions for improving educational policy legitimation: 1.The prepared job of educational policy legitimation should be detailed and integration. 2.to build the system of participation of educational policy legitimation. 3.to use kinds of mass media and ways to push the law is ordered s planned. 4.The process of educational policy legitimation should be opened and participating persons and represents should be added. 5.to elevate the influence of the academic group in educational policy legitimation. 6.to understand and control of the process and influenced factors of educational policy legitimation. 7.to encourage the study of the aspect of educational policy legitimation.
