Abstract
“Accountability＂ and “parents empowerment＂have been the mainstream power in special education for the students with special needs. The Individualized Education Program (IEP) is the most important tool and critical factor. According the literature review results, we conclude the core elements of parents-school partnership model, including information giving, evidence-based reality perception, effective coping strategies, and social support; further, we suggested four strategies : developing self awareness and determination, improving teachers＇ sensitivities of family needs, establishing harmony and efficiency IEP team, and supplying sufficient administrative resources for the parents＇ involvement of IEP.
