With more efforts in tackling climate change, several technologies are emerging. Apart from energy efficiency, nuclear energy and renewable energy technology, technology of carbon capture and storage (CCS) is expected to play an important role in future. This technology is of particularly importance to Taiwan, since Taiwan has highly addicted and relied on coal-fired power plants for decades. The importance of this technology is highlighted by National Energy Conference held in 2009 and National Energy Program launched in 2009. Due to limited on-shore space in Taiwan, ocean area would become the most important place for carbon storage. In this regard, it would definitely draw the attention of international marine and environmental laws. The purposes of this article are to provide an overview of international marine & environmental law concerning the development of CCS and to provide recommendations to revise related Taiwanese legislations and regulations.
