Abstract
On "participation" and "communication" as the two topics, this study pivots to set up the concept and essence of community participation while attempting to work with the ideas related to Habermas' theory of communicative action. On the framework thus formed for analysis, we can go on dealing with the actual cases of community participation in this country. And this case of villagers' participation in preserving the settlement villages at Erkan, Hsiyu town of Penghu is taken for discussion in order to seek a direction of thinking toward to the communication-related problems.
