Abstract
Science and technology development is the prime motivator for the promotion of national competition and industrial development. Therefore, countries across the globe actively draw up policies to strongly pursue ”science and technology development” as the primary policy target. Successful completion of science and technology projects is the main way of achieving science and technology development. Thus, the performance of a project will obviously influence the future planning and direction of a national science and technology policy. Therefore, this study will focus on the analysis of the assessment indicators of science and technology projects. We obtain the correlation and validity between the indicators of project evaluation and the promotion of science and technology projects. This study uses the National Science Council's science and technology project as a target and assesses it using pre-assessment, intermediate assessment, and ex-post assessment indicators. This study finds that for the National Science Council's science and technology project, the pre-assessment, intermediate assessment, and ex-post assessment indicators seem to be incoherent. The problem, in particular, lies with the indicator of the ex-post assessment performance. This development stage is not clearly defined. As such, it is difficult to present science and technology development in terms of such factors as output, outcome, and impact. Nevertheless, this study uses the project indicators to examine the existing science and technology program's performance. This study based on the current technology project assessment indictors proposes that the project performance indicators should be divided into three types: indictors of output, outcome, and impact. In addition, the study proposes measurement indicators for the 3 Es-efficiency, effectiveness, and efficacy-that examine the interface among the measures for goals, output, outcome, and impact. The 3 Es are the expected measures for the linkage between science and technology project performance and science and technology goals. The results can be made available to the decision-making unit as a reference for project evaluation.
