Abstract
In order to tackle the climate change, each country follows the instruction of InternationalEnergy Agency and develops six key technologies. Smart grid plays the important role of associating these six types of technologies and is also the research focus in each country. Taiwan also follows this route and highlights the role of smart grid in energy, climate change and R&D policies and measures. Yet, it seems Taiwan is facing barriers in deployment of such technology. The purpose of this article is to study the legal framework of smart grid in ten states of U.S. and figure out a way-out for Taiwan. According the findings, the U.S. model is very keen at using three mechanisms (including organizational scheme, promotion scheme, and specific measures) to promote two types of smart grid technologies, i.e., distribution generators and advanced meter. This finding also inspires Taiwan that in order to promote the development of smart meters, we may have to revise Electricity Business Act and adopt a "technology mandate of smart meters".
