The invention provides a high-gain surface Raman scattering device, comprising a substrate which comprises a substrate surface having substrate surface energy; a modulation layer which is formed on the substrate surface and contains a modulation layer surface having modulation layer surface energy; and a surface enhanced Raman scattering structure which is formed on the modulation layer surface, wherein the modulation layer surface energy is less than the substrate surface energy.
