Abstract
The invention provides a surface-enhanced Raman scattering device, comprising: a substrate comprising a substrate surface having a substrate surface energy; a modulation layer formed on the surface of the substrate, the modulation layer comprising a modulation layer surface having a modulation layer surface energy; and a surface-enhanced Raman scattering structure formed on the surface of the modulation layer, wherein the modulation layer surface energy is less than the surface energy of the substrate.
