Abstract
The purpose of this research proposal is to use 5W2H creative thinking model of addition, subtraction, multiplication, division and the action research method, by leading the public policy course students to visit the Jhu-Lian community, which has been hosted by the Green Pine Community College, so that the students can use the theory of participatory governance to operate the social practice on the ground, and also enhance the capacity to implement the plan through the field works. In order to implement university social responsibility, and respond to the needs of the social and educational practices, it is to promote students' identity through resource integration management, and value manifestation that immerse themselves in flipped education, and enhance the actual participation of civil society through personal experience. Through practices of students, this project has allowed students to explore the problems and issues of the community, to design solutions of problems, to implement problem solutions with partners of community. Via field visits and creative thinking exercises, students' satisfaction with teaching exceeded 4.67 points. Students can indeed recognise the interdependence and symbiosis between public policy and community practice, and can further understand and realise community development by interpreting the basic knowledge of community application in public policy, and using participatory governance and community practice knowledge for the analysis of the local daily life situation. In the future, through the Sustainable Development Goals announced by the United Nations in 2016, the 169 sub-goals set for the 17 sustainable development goals can be mapped to global issues through participatory governance and community practice education, so that we can allow students and community members to learn together and have a dialogue, produce a vision of sustainable development that can respond to social expectations, and consider expanding the teaching practice base in the future (but it should be cultivated first). Therefore, students can collectively decide on the intended practice base field and possible research issues to be involved in.
