Abstract
To implement the policy of streamlining government organizations, the Executive Yuan of R. O. C plans to transform the Atomic Energy Commission into a third-level independent committee -“the Nuclear Energy Safety Committee”, and the Institute of Nuclear Energy Research, which was originally under the Atomic Energy Commission, will also be transformed into an non-departmental public body "National Longtan Atomic Energy Technology Research Institute". Because the Institute of Nuclear Energy, as an important internal technical and scientific support organization of the Atomic Energy Commission, has always been responsible for the important tasks of investigation, inspection and research of nuclear power plants and radiation safety, its organizational transformation will inevitably affect the current functions and tasks, personnel appointments, funding and other matters. At the same time, the supervisory cooperation relationship between the Atomic Energy Technology Research Institute and the Nuclear Safety Commission after the transformation must also be clarified. The first phase of this project focuses on the discussion of the non-departmental public body system, the analysis of the practical operation experience and performance of the six major non-departmental public bodies in Taiwan, the introduction of the International Atomic Energy Agency’s recommendations for nuclear safety technology and scientific support organizations, and Introduction of the models of nuclear energy technology and scientific support organizations in Britain, France, Germany, and Japan. From a macro perspective, we will first observe the implementation experience of domestic non-departmental public bodies and foreign nuclear energy research organizations that support regulatory agencies, and then analyze the advantages and disadvantages of nuclear energy research organizations as internal or external organizations of regulatory agencies. We hope to put forward suggestions for the establishment of nuclear energy research institutions that are in line with my country's national conditions, so as to benefit the future transformation planning of nuclear energy research institutes.
