Abstract
The chapter aims to contribute a deeper understanding of changes in governance at the organizational level within Taiwan’s policy context, following the introduction of neoliberalism to Asian higher education systems. The study used a case study approach to analyze what really happened in university governance after the policy reforms, and the explanations were derived from sociological institutionalism. The results show that the government has applied several neoliberal policy instruments since embarking on higher education reforms. During the ongoing process of policy implementation, the fiscal incentives and market mechanisms formed an unbreakable institutional environment, an “iron cage”, through which the technical environment of the case college was eventually transformed.
